Lester Dent, punster is at work here. The name H. O. G. Collins is pretty obvious. Collins is a pig. Nat Piper is head of the vigilantes. The crooked financiers must pay the "piper" for their misdeeds.
Dent also tosses in a little something from Sunday school. “Nat Piper laughed cheerfully and said, "That yoke is the weight of your sins bearing down on you."
